STATEMENT OF REPLY BY H.E. AMBASSADOR SUN ZHENYU
ON CHINA’S TRANSITIONAL REVIEW AT THE GENERAL COUNCIL

Mr. Chairman,
I would like to thank those Members who have made objective and encouraging comments on China’s implementation of its commitment. China will, as always, continue to improve its work and adopt measures to further open and reform its economy.
I also would like to thank those Members who have raised more questions. I shall pass on those questions back to our capital and I am sure they will be helpful for the improvement of our work.
We fully understand why some Members still have complaints about China’s implementation in spite of the tremendous efforts made by China. Some of those complaints are due to the diverse opinions and positions on certain issues for various reasons including different interpretation of relevant WTO rules. Others are due to the great expectations on China for further liberalizations which have nothing to do with its accession commitment but something which have to be settled during the Doha Round.
We have to admit that nothing is perfect in this world. I am very reluctant to point out that even some major developed countries which are founding Members of WTO have much room for improvement in performing their obligations in areas such as the implementation issues, S&D treatment for developing countries, the compliance with DSB rulings and the fulfillment of commitments in textile and clothes trading. Furthermore, some Member still need to fulfill its obligations under Article 18 of the Protocol of China’s accession.
Finally, I would like to extend our appreciation to you, Mr. Chairman, as well as all the Chairs of the subsidiary bodies, to all Members and the Secretariat for the positive efforts and inputs during the whole process.
